Fiscal Year 16/17 and 17/18 Budget Revision Submission Instructions


It is sometimes necessary to make revisions to contract budgets during the fiscal year. If you would like to propose adjustments to your contract budget for fiscal year 16/17 and 17/18 please submit proposed revisions to your Contract and Program Manager for review and approval. If no changes are necessary to your fiscal year 16/17 and 17/18 budgets, you do not need to resubmit them.

Please email an Excel version of the budget in standard City format to your Contract Manager and Program Manager by Friday, March 31, 2017 for review and approval. If the budget is approved, it will be unlocked in the Contract Administration Reporting and Billing Online (CARBON) system for you to input. As in the past, we will consider exceptions to this on a case-by-case basis. Additional funding, new initiatives or transfers across program/contracts will not be considered or approved. If you have specific questions, please contact your assigned Contract Manager.

Please note that we have made system changes within the Salary Detail section of the STANDARD budget template. These changes will ensure the Annual Salary and FTE fields are used consistently across vendors and better enable salary analyses to estimate the impact of policy changes such as the City's minimum wage. A detailed list of definitions for each field can be found by selecting the "+" sign located next to the Salary Detail header. If you have questions, please contact your Contract Manager.

WARNING: If you UNLOCK your budget for revision, you will not be able to re-SUBMIT the same budget until all errors (if they exist) are corrected.

Effective May 1, 2015, all non-profit employers must pay to each employee who performs work in San Francisco (including temporary and part-time employees) wages no less than $12.25 per hour. If you have an employee that is currently funded through your HSA contract and is currently compensated at a rate lower than the approved $12.25 per hour, please notify HSA by e-mailing the following information to your contract manager: program name, employee name, position title and current employee's hourly rate.
